What is an Emotional Support Animal (ESA)?
An Emotional Support Animal (ESA) is an animal that provides comfort and therapeutic benefit to individuals with a mental health condition. In some situations, the presence of an ESA may help alleviate symptoms related to conditions such as anxiety, depression, trauma-related disorders, or other mental health concerns.
Under the Fair Housing Act, individuals with qualifying mental health conditions may request reasonable housing accommodations when an ESA is determined to be clinically beneficial.
ESA Documentation Is Provided Only When Clinically Appropriate
At Motivations Counseling, emotional support animal documentation is not offered as a standalone service.
ESA documentation may be considered only within the context of an established counseling relationship and clinical evaluation.
Documentation may be provided when:
- A client has a diagnosed mental health condition
- The condition results in functional limitations
- The presence of an emotional support animal helps alleviate symptoms
ESA documentation cannot be guaranteed and will only be provided when clinically justified based on professional judgment.

Be Careful! Some online services skip the evaluation process or don't connect you with a licensed provider — which may result in a letter that is neither ethical nor legally recognized.

- Schedule a Counseling Consultation - Appointments may be conducted in person or through secure telehealth services, or even phone call when appropriate.
- Complete Intake Forms and Initial Assessments - Prior to the appointment, you will complete intake forms and provide information about your mental health history, current concerns, and any symptoms you are experiencing.
- Clinical Evaluation with a Licensed Therapist - During the consultation, the therapist will conduct a clinical interview and assess your symptoms, functioning, and treatment needs. Standardized screening instruments may be used when clinically appropriate.
- Determination of Clinical Appropriateness - If the therapist determines that an emotional support animal may be therapeutically beneficial as part of your treatment plan, documentation may be provided. ESA documentation is issued only when clinically appropriate based on professional evaluation.
- Documentation and Follow-Up Support - When documentation is provided, it will be sent securely to you following the evaluation. Our office can also provide clarification to housing providers regarding the documentation if requested.

Reasons you may need an emotional support animal...
Housing: An ESA letter allows a person with a bonifide disability to live with their ESA in housing that has a no-pet policy or pet restrictions. Landlords cannot charge pet fees or evict a person for having an ESA.
Travel: An ESA letter can allow a person to travel with their ESA, but the airline's policy determines the specifics.
